JUSTIFICATION OF THE ANALYSIS METHOD OF THE IMPACT OF INDUSTRIAL PARKS ON NATIONAL ECONOMIC INDICATORS

Abstract

Introduction. The study is dedicated to substantiating the method of analysing the impact of industrial parks on the national economic indicators of Ukraine. Industrial parks are a vital tool for stimulating economic growth and innovation, but their impact on macroeconomic indicators is often not adequately considered, complicating the formation of effective policies and development strategies. Purpose. The purpose of this study is to develop and substantiate a method for analysing the impact of industrial parks on Ukraine's national economic indicators. The tasks include analysing the main methods of systemic economic impact analysis, assessing their suitability for Ukraine's conditions, developing an input-output flow matrix for analysing the impact of industrial parks, and formulating recommendations for their development. Materials and methods. The study examines several key methods of systems analysis, including the general equilibrium method, input-output analysis, system modelling method, and scenario analysis method. Their suitability for Ukraine's conditions was assessed. The input-output analysis was selected as the primary method, allowing for a clear assessment of economic impact through the analysis of resource flows between economic sectors. Results. Based on this method, an input-output flow matrix for industrial parks in Ukraine was constructed. The input-output analysis revealed that industrial parks in Ukraine (both registered and unregistered) provide production worth 70 billion UAH, accounting for approximately 3.9% of the country's total industrial output. The contribution of industrial parks to Ukraine's GDP is assessed as part of the total production volume. They pay 4.6 billion UAH in taxes, which is significant for the state budget, and ensure exports worth 13.5 billion UAH, positively affecting the trade balance. Industrial parks provide employment for about 23 million labour hours. The suitability of the considered methods for Ukraine's economic conditions was assessed. The input-output analysis was determined to be a rational method for analysing the impact of industrial parks on Ukraine's macroeconomic indicators. Based on this method, the absence of a positive impact of registered industrial parks on the national economy has been identified, and steps for reforming the sector have been proposed. Discussion. Based on the results obtained, key recommendations for the development of industrial parks were formulated: increasing investments, improving infrastructure, creating new industrial parks, and introducing innovative technologies to enhance product competitiveness.
