ECONOMIC ADAPTATION OF UKRAINIAN ENTERPRISES TO THE CONDITIONS OF WAR

Abstract

Introduction. The conditions of martial law, which are unique for each country, create new risks and threats for the development of Ukrainian business. In such a situation, there is a need for a thorough analysis and assessment of challenges and threats in real conditions, as their consequences range from a negative impact on infrastructure and security to obstacles in the implementation of commercial activities and access to resources. Ukrainian enterprises, which suffered from the full-scale war unleashed by Russia, faced unprecedented challenges that forced them to look for optimal ways of preserving business and returning it to the conditions of stable functioning, which makes the assessment of economic adaptation of enterprises in modern conditions particularly relevant. Purpose. The purpose of the study is to analyze ways of adapting domestic enterprises to new operating conditions through the lens of retrospect to the problems that Ukraine faced after the start of the full-scale invasion. Materials and methods. Materials for research were: 1) works of domestic scientists; 2) materials of an expert business survey; 3) static data of the National Institute of Strategic Studies; 4) data from the Institute of Economic Research. In the process of conducting the research, the following scientific methods were used: scientific knowledge (to determine the role of business in the economy of a country that is in a state of war); analysis, synthesis, graphic representation (study of the distribution of enterprises by the duration of the cessation of activity at the beginning of the war, analysis of the dynamics of changes in the Index of business activity in terms of micro, small, medium and large enterprises, systematization of the results of an expert survey on adaptation methods); logical generalization of results (formulation of conclusions). Results. The scientific article identifies the problems faced by the economy of Ukraine due to the full-scale invasion. An assessment of the economic situation was carried out in terms of determining the dynamics of changes in the state debt, as well as assessments by the enterprises themselves of their financial condition. The distribution of enterprises according to the duration of the cessation of activity at the beginning of a full-scale invasion was analyzed. The dynamics of changes in the index of business activity were studied. The methods of business adaptation to the conditions of war, which were used by domestic enterprises, were systematized: business relocation, reorientation of production to the needs of the military-industrial complex, to the needs of the domestic market, diversification of suppliers and sales markets, optimization of business processes, bringing the enterprise to the international market, private and state — private partnership, implementation of state business support programs, etc. The results of an expert survey on business adaptation methods chosen by enterprises are presented. The practice of the «Made in Ukraine» platform was studied as one of the business support tools. The directions for solving the personnel crisis, as one of the biggest threats to business activity, have been determined. Discussion. In further scientific research, it is proposed to focus attention on determining the consequences of increased tax pressure on domestic business, in particular in terms of small business, as the most unprotected sphere.
