Abstract
In this paper the characteristics of private universities and the legal regulation of their operation in Germany. The article gives a brief description of the higher education system of Germany, identified the advantages and disadvantages of the state system of higher education, defined specificity of functioning of private universities and the basic regulations governing their activities.
Considered high school is considered in the context of socio-cultural factors of stability. Outlined benefits of a private school, its role and place in the process of continuing education.
