Abstract
The research of organizational peculiarities of formation and operation of the state publishing houses in the context of social changes and political development in USSR in 1920s. State publishing houses were organized in order to create the unfair rivalry between private publishing houses which supplied Ukrainian literature to the market. Though state publishing sector did not have an effective pattern of book printing and book trading activity, they became more and more influential because of the state monopoly. Soviet Union created classification process of publishing houses in order to monopolize publishing branch in Ukraine.
