Abstract

Problem setting. Intensive and comprehensive development of the Internet makes it possible to talk about the formation of electronic society that partially or fully virtualize all aspects of life. The wide using of information technology in commercial and government organizations suggest talking about the electronization of business and state management. Thus, e-economy and e-government are becoming an integral part of the information, electronic society and, in fact, determine the development of each other and affect on the formation of other esectors, such as e-education, e-health, e-transport etc. Analysis of recent research and publications. At the current stage, the legal researches in the field of e-business public policy are fragmented and have one-sided character. The majority of works devoted to the issue of implementation of e-government and e-commerce, without explanation conceptual differences between these categories and e-business. A. Vorobyova, I. The purposes of the research are to study the nature of the "ebusiness" concept and to analyze the public policy in this sphere in the way of its development in Ukraine. To achieve this goal it is necessary to solve interrelated objectives: 1) to define the concept of e-business in the context of its relationship with the e-government and e-commerce concepts; 2) to study the European experience of computerization of business processes; 3) to analyze the current status of implementation of national state policy in the studying area. Article's main body. Exploring the relationship between the categories of "e-commerce" and "e-business", we can conclude that these categories are not identical. E-commerce is an aspect of e-business, its integral part like e-banking, e-insurance, e-marketing, e-management. Analysis of these components makes it possible to consider a dual nature of electronic business: (a) the instrument of sales in the Internet (e-commerce); (b) the instrument of realization of entities powers in carrying out the economic activities in the Internet. Thus, e-business is the means of economic exchange where the economic activity wholly or partly transferred in the network space. The author examines the European experience that is significant for Ukraine. The problem of public policy in the e-business field is popular and need legal framework. The article analyzes the positions of "Reform strategy - 2020" and the Coalition Agreement 2014. Both acts define e-governments’ development with highest priority. Important steps have been taken by the Ministry of Economic Development and Trade of Ukraine and the E-government State Agency of Ukraine. Conclusions and prospects for the development. Therefore, implementing of ebusiness and e-government in Ukraine is the essential condition for development the information society and European integration. Analysis of e-business in Ukraine gives reason to confirm that state policy in this area is fragmented, inefficient and needs further development and improvement.
