Abstract

In any civilized society, there are two absolutely opposite lives principles: integrative and differentiating. In their collision and interaction the measure of freedom and an order of the individual rights and protection of everyone are defined, the culture of a compromise and consent is formed and developed. The French political scientist Maurice Duverger noted this quality of the public and especially political life: “The political theory fluctuates between two drama resisting interpretations of policy. According to one viewpoint, the policy is the conflict, fight in which those who have the power ensure the control over the society and receiving the benefits. According to another ? the policy represents an attempt to carry out the board of an order and justice. The first understanding serves as the saving of privileges of minority at the expense of the majority. The second - means the integration ensuring of all citizens into community”.
