The Operational Competency of Personnel Responsible for Documentary Task at Mahasarakham University

Abstract

This research aimed to study and compare opinions on the operational competency of personnel responsible for documentary task at Mahasarakham University who had different levels of education, working experiences and different working faculties or divisions. It was suggested the way to develop the operational competency of personnel responsible for documentary task at Mahasarakham University. The sample were 85 persons from goverment officials, permanent and temporary or contracted employees in fiscal year 2012 by using purposive sampling technique. The research instruments were the questionnaire of operation competencies of personnel responsible for document tasks, designed as 5-rating scale and comprised of 43 questions with the discrimination powers ranged from 0.45 to 0.87 and reliability for each aspects and the whole set was 0.9. Statistics used in this study were percentage, mean, and standard deviation. The statistic used to test the hypothesis were Independent t-test and F-test (One-way ANOVA) The research results were as follows: 1. The personnel responsible for documentary task at Mahasarakham University had the operation competencies as a whole at high levels and in each of all these aspects at a high level were: teamwork, concern for order, integrity, career expertise, interpersonal understanding, analytical thinking, achievement motivation and service mind, respectively. 2. The personnel responsible for documentary task at Mahasarakham University who were different levels of education, there were two different aspects ; Achievement motivation and analytical thinking were statistically significant difference at the 0.01 level. The operation competencies as a whole and 6 aspects were not different: service mind, career expertise, integrity, teamwork, interpersonal understanding and, concern for order. But the ones who were graduated and under-graduated (Bachelor’s degree) had more competency of Achievement motivation and analytical thinking than the ones who were under Bachelor’s degree were statistically significant at the 0.05 level. 3. The personnel responsible for documentary task at Mahasarakham University who had different career expertise, faculties or divisions supporting teaching and learning organization, the operation competencies as a whole and all aspects were not different. 4. The guideline to develop operation competencies of personnel responsible for documentary task at Mahasarakham University should have trained knowledge of a single operation of documentary tasks continuously. The inconvenient practice of writing on official letters, and trained for documentary tasks on Regulations of Prime Minister’s office. There should have KM meeting, including with Eds usage regularly and have trained with other departments or university’s organization to be on correct practice along the practical guideline ; law, rule, regulation and workflow.
