Abstract
The Research and Development of Executive Committees System (phase II) had been undertaken in cooperation with the Office of the Education Council and Faculty of Education, Naresuan University. The research objectives aimed at studying the feasibility and propriety of the collapsing all three administrative committees into one, and proposing the recommendations for revising any related laws and regulations. The research results were as follows: 1. The model collapsing all three administrative committees into one called Primary or Secondary Educational Service Area Committee consisted of two elements. 1.1 Structureof the Committeescomprised of 15 personsclassified intotripartitionof proportion of expert committee:representative committee: committee by position, 7:7:1, 10 general qualifications, 3 specific qualifications for expert committee, 4 specific qualifications for representative committee, recruitment of expert committee by recruitment committee, recruitment of representative committee by election, term of office 4 years, and positioned not more than 2 term consecutively.1.2 Responsibility of the Committees comprised of 3 parts, 1) policy and administration affair 2) academic affair and 3) personnel affair and appointed the 4 Sub-committees for operation, 1) Educational Quality Administration Sub-committee 2) Teacher and Educational Personnel Sub-committee 3) Administration and Budgeting Sub-committee and 4) Specific Sub-committees including the empowerment to Committees and Sub-committees about knowledge skills and attitude. 2. The Structure, responsibility, Sub-committees, the empowerment guideline of The model collapsing all three administrative committees into one was suitable and possible between the percentage of 78-100. 3. The recommendations for utilized model in practice, and revising any related laws and regulations including 3 Royal Decrees, Education Ministerial regulation, and Office of The Basic Education commission announcements.
