Abstract
In article the questions connected with intrinsic characteristics of the social state are in a complex and fully considered. Opinions of expert scientists, bases of the domestic and foreign legislation are analyzed. The author's position about features of reference of Russia is given to the social state, and also some ways of improvement of the current legislation are offered.
