PROBLEM OF DEVELOPMENT OF PROFESSIONAL COMPETENCE FUTURE MANAGER OF AN EDUCATIONAL INSTITUTION IN SCIENTIFIC APPROACHES

Abstract

In terms of expanding the functions of educational systems in particular the humanization of education, vocational and personal development of the staff at educational establishments, the highly qualified teachers are needed, the professionals are to able to explore the educational process, to plan strategy and tactics of the educational institution as well as the ways of personal and professional development of students to make independent decisions, to implement corrective control and estimated activities, to constantly work on themselves, to develp professional and personal qualities. One feature of the current stage of development of education is to train education managers. The current head of the institution should have the following personality traits like commitment to continuous development, creativity, the ability to interact, mobility, analytics, and other prognostic ability. In this regard, the interest in the management and teacher training, as management and teaching activities of managers of educational institutions ensures the quality of education, to organize a process of training and education at which the greatest efficiency. Today it is necessary to develop and implement measures to improve the management and development in the field of education which requires consistent national policy coordination within countries and regional authorities, educational and research institutions, business organizations and the public to deliberate the creation of the system. Managing such a system must be coherent but flexible and diverse, so that takes into account current and future needs of all citizens, economic and social objectives of the country. In the article the problem of professional competence of the future head of the institution in scientific approaches has been research; the concepts of school managers, their competence, professional competence, etc. has been eanalysed; the definition of «professional competence of a head of institution» has been proposed; scientific development of domestic and foreign scientists has been reviewed to assess the professional competence of a head of institution in the modern education system; the contents of some models of management, the competence of a head of institution have been analyzes; we have found found that the professional competence of a manager is a combination of theoretical knowledge, practical skills, experience, personal qualities, dialectical course which provides the efficiency and effectiveness of educational activities.
