REGULATORY FRAMEWORK OF SOCIAL AND LEGAL PROTECTION OF ELDERLY PATIENTS IN UKRAINE AS A PRECONDITION OF PATRONAGE WORK IMPLEMENTATION: THEORETICAL ASPECTS

In this article the relevance of research of legal support social and legal protection of older people of Ukraine for patronage work has been stated. The article reveals the theoretical and methodological foundations of patronage problems of the elderly in social and educational science. Patronage work of a social worker is characterised by a variety of social institutions providing social, socio-medical, psychological, educational, social and legal services, providing material assistance, social adaptation and rehabilitation of elderly people who are unable to self-service. Specialists of social services contribute to the harmonization of relations between the elderly, develop a person's ability and the ability to resist social conflict, to implement effective on social-pedagogical perspective, solutions and applications in various fields of social practices and policies helping people find elderly emotional balance to achieve social welfare. This process is driven by awareness of the special mission of a social worker in the community. The possibilities to implement this trend in modern conditions of Ukraine have been defined as well as the features of social services and social protection of this category of population in Ukraine. The concepts of "social protection" has been investigated, "social services" in legal documents of Ukraine and the components of the system of social protection to ensure the elderly. The article deals with the legal aspects of social work with the elderly. Different perspectives on the problem are questioned. The author analyzes the chronological stages of formation and development of Ukrainian legislation on social protection and social security of the elderly other than using different approaches to social protection and social security. The problems of social protection system of life support of elderly people in Ukraine have been identified. The analysis and peculiarities patronage of the elderly on the basis of legal support in Ukraine have been considered. The deficiencies have been identified in the system of social protection of elderly in Ukraine for patronage work. The direction of reforming social services for the elderly has been identified as the creation of a wide network of services and institutions that are able to provide quality services and the involvement of social services with a view to customers decentralization process management, financing, restructuring existing institutional establishments and the creation of alternative services, increased opportunities for choice of services and participation in the process, increasing the efficiency of social services through the introduction of technology to improve the quality of services. The ways to improve social work with the elderly in Ukraine have been stated.
