Localization and elimination of the consequences of the environmental catastrophe in the Donbass

E Donbass The article substantiates that the condition of the Donbass should be defined as a catastrophe. It has been established that the military actions have led to damage to the integrity of the economic complex, destruction of the domestic markets of raw materials and marketing, loss of human capital. The results of the study of the ecological component showed that there was a catastrophic situation with water supply in the region. The deterioration of the ecological status of the region is also caused by the lack of a monitoring system for environmental risks and a state strategy to reduce energy dependence on coal and carbon fuels as a whole. It is proposed to overcome the consequences of the environmental catastrophe in the Donbass: (1) International fund "Restart of the Donbass – 4.0", which would provide for the establishment of relevant branch offices: environmental, social, neo-industrial modernization; scientific and innovative; (2) the special regime of innovationinvestment activity will provide stimulating conditions in the field of taxation, crediting, customs policy for equipment and a special regime of exchange rate for the implementation of projects; (3) Center for Strategic and Organizational Development «Future of Donbass»; (4) Civic platform «Industry of Donbass – 4.0».
