Abstract

Divine revelation shows human the right way. One of the humanitarian aspects of life is management. The Qur'an does not specify the form of the administrations, it states how it should be. It says that the fair administrative system is based on shûrâ /counciling. In this article, the concept of shura is examined in terms of language. The concepts of mutual consultation and shura derived from the root of شور “Ş-v-r” and their derivatives in the Qur'an were discussed together with three verses. The relationship between the root meaning of the word in the Qur'ân has been investigated. Shurâ and its expansions were tried to be determined through tafsirs. Shurâ was examined in three stages as pre-nuzûl, nuzûl period and post nuzûl. Prior to Nüzûl, the shura institutions that were in force of the Arab ignorance such as Daru'n-Nedve, nâdî, sha'b, mele were contacted. During the nuzûl period, three verses were examined in the light of classical and modern tafsirs. In the post-nuzûl period the closeness/similarity of the meaning between shura and the contemporary concepts was examined. We have shown the shurâ which we classify as individually, familially and administrative consultation with the examples of the Qur'ân and the life of the Prophet. The subject was further embodied by the examples in the century of Sa'adah. In addition, the dimensions of the communication channel between the manager and managed of the shura, such as sharing people in discussings, preventing dictatorship were examined. In the study, the concepts related to shura were touched.
