FOREST LAND INVENTORY AS AN INSTRUMENT OF THE FINANCIAL AND ECONOMIC MECHANISM OF THE BALANCED USE OF THE LAND

The study proved the key role of the state forest land inventory as an instrument of the financial and economic mechanism for ensuring a balanced level of forest land usage. Carrying out such an inventory will positively affect the improvement of environmental safety, activate the intensity of financial flows by attracting investments, increasing budget revenues from payments for forest lands. . This study suggests that the results of an inventory of forest land will be the basis of monitoring for the adoption of reasonable managerial decisions in the future and will help to approach the implementation of balanced land usage. A definition the term of balanced usage of forest land is proposed. It is proved that the legislatively established rules for conducting a state land inventory also apply to forest land inventories. The theoretical provisions and applied elements of the inventory of forest lands fund were further developed with consideration of foreign experience. A review of foreign experience of forest land inventory provides a basis for analyzing the situation, identifying trends and problematic issues of the state inventory of forest land in Ukraine. It is proved that the adaptation of foreign experience of balanced land usage is impossible without the use of а scientifically and environmentally based tool of inventory as part of the financial and economic mechanism. The author's vision of the potential of inventory for assessing of changes in forestry land use in Ukraine is presented in order to ensure its balanced development, that gains distinctive relevance to the start of introducing free market of land.
