POTENTIAL POSSIBILITIES OF UKRAINE ON THE WAY TO FORMATION AND DEVELOPMENT OF THE STARTUP ECOSYSTEM

Abstract

In the article, the authors paid attention to the ecosystem of startups, as a complex system of elements that are in complicated interconnections of a network type between themselves to create and implement innovations through intensive dissemination of knowledge and information and collective use of resources. In the process of writing the article, the authors were found that the startup ecosystem's effectiveness depends on the quality of interaction of all its elements. It is stated that it is necessary to search for new ways of their interaction, which will influence the development of the scientific and technical sector by creating conditions for the support of science and education system at a high level. The authors, taking into account the main global trends in the development of startup ecosystems, highlight that these ecosystems have specific features in each country. This is due to the level of development of the regions, business activity, availability of necessary conditions, and resources. The main indicators used by the International Telecommunication Union to calculate the ICT Index are accessibility to ICT, the use of ICT, and practical ICT skills, are described. The article also looks at available resources, such as education, skills, and finance, which are important components of a startup ecosystem. The authors note that such resources play a significant role because they flow through ecosystems and come mainly from people whose interaction helps to create new potential startups or develop existing ones. The article discusses the dynamics of education enrollment in Ukraine for the years 2012–2017. The authors note that the high number and quality of specialists with higher education will allow the country to significantly improve its position in the innovation sector and increase the indicators to the level of leading global ecosystems of startups. During the research, the authors were able to establish the fact that the innovation environment of Ukraine still has a low level of activity and the level of domestic technology is still far removed from the needs of Industry 4.0, but the potential for development and improvement remains high. The authors conclude that to develop the potential of Ukraine on the way to the formation and development of ecosystems of startups, it is necessary to formulate a list of issues that were covered in the article, but they need further elaboration.
