OPTIMIZATION OF FINANCIAL AND ECONOMIC MECHANISM FOR IMPLEMENTATION OF STATE YOUTH POLICY IN THE CONDITIONS OF SUSTAINABLE DEVELOPMENT OF HUMAN POTENTIAL

The scientific work presents the results of researches on the problems of optimization of the financial and economic mechanism of realization of the state youth policy in the conditions of sustainable development of human potential. The scientific vision of the concept of human potential is presented. The author's position is grounded that for Ukraine the pressing issue of transition of the national economy to the model of sustainable development of human potential is to increase the efficiency of formation and implementation of the state youth policy. Understands the state youth policy. The directions of the state youth policy in Ukraine, instruments of formation and realization of the state youth policy are presented. The low social activity of young people in Ukraine is pointed out. It is proved that solving the problem of increasing the efficiency of formation and implementation of the state youth policy is possible due to the improvement of appropriate financial and economic instruments. Optimization of the financial and economic mechanism of implementation of the state youth policy is possible by increasing the efficiency of the formation and implementation of the relevant state target programs. The key parameters of the State target social program «Youth of Ukraine» for 2016–2020 are estimated. Recommendations on the subject and object of financial and economic analysis of the implementation of state youth programs are substantiated. The features of determining the actual and planned effectiveness of state youth programs are shown. Vision is presented on the calculation of the integrated financing indicator of state youth programs. The expediency of financing social investments, which act as economic bases for realization of long-term goals of the state youth policy, is substantiated. The role and functional purpose of social investment are highlighted. The list of directions of realization of social investments is given.
