Conceptual Foundations of the Formation of a Creative Economy

Abstract

The relevance of the research topic is due to the challenges of achieving competitiveness in a post-industrial society, which directly depends on the speed of adaptation of the country's creative potential to the needs of the world economy. The purpose of the article is to study theoretical and methodological developments of the modern economic school concerning the concept of formation of a creative economy, supplementing their own observations on the role of the intellectual and knowledge components of human labour and the peculiarities of the formation of creative infrastructure. On the basis of the use of methods of economical-analytical analysis, the processes of formation of the creative technological structure, covering the phenomenon of clustering of innovations in the lowering and upgrading stages, as well as the interconnectedness of technological breakthroughs in the leading industries, the latest constructive materials, non-productive consumption and infrastructure development have been researched. Using content analysis, a synthesis of the views of scholars on the essence of the concept has been done , the definition of a creative economy has been given. The basic functions of knowledge in the system of creative economy have been outlined. It has been shown that the essence of the concept of a creative economy lies in the use of knowledge for the creation of new technologies and products that are competitive in the world. The structural content of the creative economy consists of four main components: 1) research and development, innovation; 2) educational programs that contribute to the formation of highly intellectual capital; 3) high-tech production; 4) information and computer technologies. The scientific novelty of the research is to systematize the scientific achievements of domestic and foreign scientists in the field of creative economy. In particular, the proposed self-determination of the creative economy is a new evolutionary format of the process of formation and development of the world economy, in which economic growth and social progress are achieved at the expense of the intellectual component of human labor and constantly updated knowledge. The non-linear nature of economic interconnections contributes to the formation of an appropriate infrastructure, which determines further changes in the processes of material production. Actually, the creative economy, as an evolutionary format for the development of the world economy, can provide economic growth through the use of constantly updated knowledge and the intellectual component of human labor.
