Abstract
Considering today's realities of a crisis state in the industry, in article relevance of the solution of a question of a survival of the enterprise which demands still bigger attention to a human re- source management problem is defined. Strategy of management by personnel development and the basic principles of its practical realization in modern conditions is analysed. The essence and need of definition of concepts competence and competence is considered and proved, are presented expe- rience concrete the enterprise and its assessment, problems are investigated and the structural model of development of competences of the personnel of the industrial enterprise is offered.
