Discovered the major changes in the regulation of staffing modernization of socio-humanitarian sphere. Substantiated major trends in the modernization of the mechanism of educational sphere and its staffing in other countries. Determined the causes and consequences of these changes in the context of the current socio-economic situation in Europe. Researched and summarized the global experience of European Union policy in this sphere. Carried out the analysis of existing estimates of international experts on the practice of development of socio-humanitarian sphere and strengthening its human resources component on public-private basis. Held comparison of Ukrainian and European experience in solving staffing problems.
