Abstract
One of the problems of modern state organization is the formation of the system of local self-government institutions that are capable to decide tasks of local life. The today's existing investigation on the above mentioned theme gives us the idea about the activity of zemstvo in common, in Russian Empire or Ukraine. They often left the less studied question of the activity of the local self-government institutions in some province as in Katerinoslav itself. The analysis of the activities of semstva is carried with the help of common specific historical investigating methods. Such approach gives an opportunity to show a complex activity of zemstva as to the social providing of population and the economic activity of local self-government institutions during the World War I.
