PARTICULAR ASPECTS OF SOCIAL-LEGAL PROTECTION OF ORPHANS AND CHILDREN DEPRIVED OF PARENTAL CARE IN UKRAINE

Abstract
The article considers the social protection of orphans and children deprived of parental care as the most vulnerable layer of society that is a particular strategic priority of the state policy. Sets out the legal framework for the social protection of orphans and children deprived of parental care, in particular, analyzed international legal acts, norms of the Constitution of Ukraine and laws of Ukraine, which provide legal conditions for social protection of children. The article reveals the peculiarities of social security of children-orphans and children deprived of parental care, analyzed the way of their full state-funded in residential institutions and in family care. The attention is focused on state support for persons from among children-orphans and children deprived of parental care, who continue their education until 23 years or until the end of the respective schools and their support after graduation. The authors have examined the basic social services, guarantees and benefits that you are entitled to orphans, children deprived of parental care and persons from their number, including the provision of education and housing, the right to material assistance. The article examines social support as a special kind of social protection of children-orphans and children deprived of parental care, which is carried out against children being brought up in families of guardians, foster families, orphanages of family type and of persons from among children-orphans and children deprived of parental care. Social support of orphans, children deprived of parental care and individuals from among them is a special plan drawn up for each child-orphans, children deprived of parental care and individuals from among them and adjusted once a year. The authors have discussed the need for social support, which is to facilitate the child's adaptation in a new family, creating a positive psychological climate in the family, conditions of children's development is tailored to the individual needs of each child, ensuring optimal living conditions for orphans, children deprived of parental care and individuals from among them and protect their rights. The work of centres of social services for family, children and youth as a state authority has been discussed which carries out social support of children-orphans and children deprived of parental care
