TO THE ISSUE OF CHILD NEGLECT IN UKRAINE

The article describes the situation of child neglect in Ukraine, analyses factors that can cause this problem. The author has presented the classification of causes of child neglect, that in most cases is conditioned by low level of care provision, shortcomings of legislation and the lack of a clear mechanism of implementation of existing legislation, regulating relations in the family, the state, society, parents and children. Societies negatively affect children, some of them having bad heredity, which subsequently led to their underdevelopment. Heredity of the child negatively or positively influences his/her development. The child development largely depends on the existing social-economic, social-political circumstances, psychological factors, environment, personality type, etc. The instability of social-economic situation in our state is the cause for the child neglect and homelessness. To the risk group we refer children with congenital malformations, which at an early age left parents and children from boarding schools, who came there after the deprivation of their parental rights. Most of these children are alcoholics, drug addicts, persons who are in places of imprisonment, that is, children with some experience of anti-social behavior, pedagogically neglected which are lagging behind in mental development, many of them have mental disorders. Mostly they are aggressive, anxious, they have low self-esteem. On the street turns out to be a lot of children from families at first glance, the affluent, swelling the ranks of the so-called social orphans. The disintegration of family relationships − one of the main reasons for the flight of children from the home. A high level of social tensions had a negative impact on physical and mental health of children. The consequences of hunger along with antigny conditions of life on the street, drug use, oxygen deprivation, premature sexual life affect the physiological state of children. Along with this the stay of homeless people in anti-social environment has changed their personality traits and formed a new stratum of society with its own laws, its own "subculture".
