CULTURE BASED APPROACH IN THE FORMATION OF MANAGEMENT COMPETENCE OF TEACHERS

Abstract
The article deals with the essence of management competence of physics teachers. It is formed in the process of management activity and is based on management culture. The content of teacher management culture is determined on the basis of a cultural approach and regarded as a methodological approach which is used to overcome contradictions between values of material and spiritual culture, which exist in education. Information technology paradigm of training specialists, which replaced the industrial-technocratic one, should be substantially filled with culture-creative content. The culturological approach to professional training of a teacher allows to look at it through the prism of European standards, based on competence and competency. Consideration of managerial competence (scope of authority) of physics teachers in the context of a cultural approach allows you to "extend" borders of management activities by monitoring the levels of gaining physical knowledge by students to a holistic process that includes: management process of learning of students; construction (in the didactic sense it is the process of developing a didactic learning model by a teacher) of elements of the didactic process; content modeling of learning, learning and communication situations; diagnosis of the learning dynamics; forecasting (predicting) "a zone of proximal development" of students; control and correction. Culture management of teachers is based on the basic culture of teachers (ideological culture, culture of thinking and culture of interaction in learning physics) and is realized in their professional work through competencies, which include management. Management competence ensures effective implementation of the goals and objectives of management as the didactic learning management system and the development of personality in the process of intellectual work. The formation of management competence involves creation of conditions for development of teacher management culture in the educational environment of higher education in the content of specially organized activities for designing learning management system in physics (for example, the development of the supporting theme) in the "Basics of pedagogical skills" study course by physicists with MS degree as well as during the period of student teaching practice.
