Abstract
Introduction. Preparation of high-skilled specialists of different specialities is an urgent necessity and important factor of steady development of science and techniques in Ukraine. The effective system of doctors preparation «3D - system» gets distribution in the world: young researchers have two tutors (Double Mentor), are the members of two research establishments (Double Affiliation) and carry out interdisciplinary researches in two fields (Double Discipline). Such schools often have a project orientation and can envisage creation of research groups or networks with a few universities, institutes, enterprises included in their composition. The same structures provide the connection with industry, business and government services. Purpose - to consider maintenance and features of functioning of professional doctors of engineering preparation model and to find out the prospects of it's use at home higher educational establishments. Results. The technological project programs of professional doctor of engineering preparation were firstly created at Holland, Germany and Great Britain. In Ukraine doctoral schools on such standard have been functioning from 2008 only in National University of Kyiv-Mohyla Academy. According to data of monitoring the rapid increase of doctoral schools amount in the European universities is observed during last years: if in 2007 only of 29% universities, that enter in EUA, had doctoral schools, then in 2009 - already 65%, and only 16% of these schools united the master's degree and doctoral programs. Such experience is planned to adopt in higher engineering educational establishments of Ukraine with the aim of their integration in world scientific community. Creation of doctoral schools envisages the improvement of educational services quality by the increase of educational-scientific qualification of students, creation of educational environment, friendly to acquisition of professional maturity by students, possibility to creative initiative and independent scientific researches, increase of their academic mobility, skills and experience of communication within the framework of international academic association. Doctoral schools assist the increase of national and international transparency level of those researches, which are conducted by an university. They have an object to unify the national terms of dissertations preparation to assist mobility of students between the countries of European community. An important factor is development of model of double students consultation, which will provide the improvement of specialists preparation quality, will result in an exchange of competenses, knowledge and methods. Conclusion. The development of conception of doctoral projects application by the order of unacademic partners will provide expansion of circle of the interested persons for a collaboration. The model of the industrial doctoral programs will decide the problem of isolation of academic science from the problems of industry, will set connection between academic science and innovations in business, industry and management.
