Abstract

Among the outstanding factors in the path of struggles and achievements of the deaf people, this study highlights relevant and decisive initiatives to overcome the deaf person, who lives in the community of the majority of listeners. Through bibliographic research and documentary research, the methodology of the comparative study follows with the analysis of the historical course of the people and the deaf community. It seeks to know who the deaf person is, as well as observing events that disseminate marked effects brought to the present day, focused on the countries of Latin America such as Argentina, Brazil, Paraguay and Uruguay. The research is of basic strategic character descriptive form, bringing scientific deepening with qualitative-quantitative approach. Finally, a social panorama is identified on who the deaf person is and where it is inserted, as well as social indicators and the level of empowerment of deaf people.
