Abstract

Consequently, the new educational law overcomes the gap between the secular and spiritual systems of higher education, puts a peculiar point in the non-liberal sense of secularism, where the procedure for preserving the confessional specificity of institutions of higher spiritual education for the right to undergo the procedure of state licensing and accreditation, the opening of postgraduate studies, doctoral studies and specialized academic councils with the ability to issue state-recognized diplomas, with the possibility for students and employees of institutions of higher spiritual education to have the same social guarantees of students and employees of secular institutions of higher education. In addition, the state envisages a procedure for the state recognition of documents on higher education, degrees and academic titles issued by institutions of higher spiritual education by September 1, 2018. Thus, a new type of understanding of the secular and confessional nature of education is being formed in Ukraine, with the separation of secular understanding of secularity, where the latter is understood as the excommunication of the church and religious organizations, not from the state, but from society, in favor of the non-separation, which preserves the secular nature of the state, and restore social justice to those who studied, worked, and also study and work in religious (spiritual) educational institutions.
