Abstract

Purpose. Identification of methodological difficulties of the new federal state educational standards for bachelors and masters in “State and Municipal Management” to develop proposals to improve the effectiveness of educational activities in preparation for the final qualifying works. Methods. In order to achieve the objective in article used system-activity methodological approach in the analysis of normative-methodical regulations of standard and makes proposals on the characteristic differences of Bachelor and master theses. Results. On the basis of system-activity approach to resolving the methodological difficulties of training state and municipal employees the article justifies which posts should be prepared, modernizes professional activities and, on this basis, develops the final qualifying works of bachelors and masters. Scientific novelty. Scientific and methodological novelty is in systemically-active approach to the innovative implementation of professional and educational standards for bachelors and masters in “State and municipal management.” Developed purposes of the final qualifying works are scientific and methodological novelty of the article.
