Institutionalization of social work about rehabilitation Of children and young people with disabilities (on the example of the city of Kуev)

This article depicts informative and dynamic characteristics of development of social work and socio-psychological rehabilitation for children and youth with disability in c. Kyiv. Research was made on the basis of analysis practical experience of network of centers of social services for families, children and youth in c. Kyiv and five centers of socio-psychological rehabilitation for children and youth with functional limitations of c. Kyiv during the independence time of Ukraine. Such methods were chosen: documents analysis, interviews with social workers of c. Kyiv and analysis of their experience. It was proved, that development of social work in the sphere of rehabilitation of youth and children with disabilities consists of five stages. They are followed with change of law, activity forms, integration system and interchange levels amongst recipients and service providers. They are as follows: foundation of centers of social services for youth, formation and implementation of social policy for youth (1993–1999 years); implementation social youth policy for youth in integration children and youth with disability: social services formation and rehabilitation formation (2000–2004 years); foundation of social care institutions – 2005–2011 years; decentralization and deinstitualization (2012–2019); implementation of new Law about social services (from 2020 year). It was proved, that foundation of centers and specialized services is an intermediate stage in development of social institute of rehabilitation for children and youth with disability. It was stated, that making interchange possible on different development stages of social institute of rehabilitation becomes a condition of its perspective development, as democratic. Studying of their work is considered as a prospective of further researches, in addition the change from paternalistic-medical model to social-legal model of services, which is in line with modern conception of provision of services in communities
