Conceptual approaches to the development of the University of educational management in the conditions of educational change

Abstract
The State Higher Educational Institution «University of Educational Management» of National Academy of Educational Sciences of Ukraine is noted to hold a valuable place within the system of lifelong learning, it is intended to provide educational services distinctive from other higher educational institutions. The peculiarity of the institution functioning is emphasized to direct the activities towards increasing the education and qualification level of specialists having already formed as good workmen. The mission of the University of Educational Management is established maintaining traditions and values within the existing circumstances to form an open education through the highest quality of research and training based on the principles of humanistic vulnerability, tolerance and responsibility. The organization process of obtaining a higher or postgraduate education is described at three levels at the University of Educational Management relying on the idea of continuing education: level I – field-specific education; level ІІ – implementation of academic pedagogical science; level III – realization of the «lifelong learning» idea. The role of scientific and educational centers is indicated serving as the structure-forming elements of nationwide innovative systems of education and science development. As follows from SWOT-analysis of performance and development concept of the University of Educational Management the strengths and weaknesses of its activities are identified, threats and opportunities are noted. Possible organizational structure was proposed for UEM in following composition: institutes; university wide departments; curriculum office; educational and methodical centers (centers in the field of education and information technology)
