Breeding of creative abilities: constructive approaches in terms of competence formation of personality

Abstract
We are often resent by unprofessional speech of the broadcast television and radio announcers, limited vocabulary of politicians and journalists, and the general level of speech culture of people with whom we have to communicate. Inability to express their opinion, choose the right words and make up some text, forces us to debates about the reasons and ways of overcoming these problems. Thus, our present realia provide a person with unique information awareness, but at the same time, take away possibility of a constructive dialogue and “round tables”. Modern scientific and methodical literature offers us a number of forms and techniques of creative potential development of young people, but there must be a will. Speech and communication culture is relatively young but at the same time, it is rapidly developing both abroad and in our country. In recent decades there have been defined the subject and object of its study. The combination of methodological techniques and description of specific literature on the topic had been interesting the mankind since ancient times, but at present there's a focus on the developing power of a language. There has been clearly acknowledged its dialogue-oriented function. Therefore, it is necessary to improve and enrich the language apparatus through the development of oral and written language skills among pupils and students. The problem of creativity is a key to personal development. The huge interest in it is conditioned by social need for creative people in particular and productive creativity in general. The starting point for creativity is vitality and independence, originality and flexibility, inclination and ability to dream, person's ability to direct its internal energy to solve any problematic tasks, the ability to set new challenges for oneself. Creativity is realized in any activity. There's no creativity apart from activity.
