Concepts and basic principles of public regulation of wastewater in Ukraine

The article explores the basic concepts and basic principles of public regulation of wastewater in Ukraine. The meanings of the basic concepts that determine the proper functioning of wastewater and its public regulation, such as "wastewater", "centralized wastewater", "centralized drainage system", "non-centralized drainage system", "wastewater service", "sewage ", "regulation", "state regulation", "public regulation", "public regulation of the wastewater". Legislative gaps in the definition of the main concepts of the researched area were identified, proposals for their settlement were provided. It was determined that the goal of public regulation of the wastewater sector is formed taking into account social, ecological and economic factors. Scientific approaches to determining the principles of state policy, state administration, state regulation, public administration, as well as the principles of state policy in the field of water supply and wastewater, state regulation of natural monopolies, enshrined in the laws of Ukraine, as well as proposed in the draft law on wastewater, are analyzed. General and specific principles of state policy in the field of water supply and wastewater in Ukraine are described. An analysis of international principles of management and regulation in the field of water supply and wastewater was carried out. In particular, the principles that provide for the development of the "Good governance" strategy, the principles of effective management of water resources of the Organization for Economic Cooperation and Development, the principles of the implementation of effective regulation of the infrastructure sector in unstable conditions of the World Bank. Taking into account the study of various scientific approaches, normative definitions, and international experience, a system of principles of public regulation of the wastewater sector is proposed, which consists of general and special principles
