THEORETICAL BASIS OF MANAGING THE DEVELOPMENT OF A TEACHER’S PROFESSIONAL COMPETENCE

Abstract

Introduction. The need for Ukrainian society to respond to today's globalization and technological challenges poses new challenges to the system of modern education in Ukraine. The modern dynamic environment requires the training of specialists who can adapt to its features, to work under terms when information is updated at an unprecedented speed. This requires a change of priorities in the field of education, theoretical and methodical personnel training for implementing the competence approach in the system of pedagogical education, including institutes of postgraduate education. The issue of development of personal and professional competence is extremely relevant in the context of the modernization of education, the digitalization of the educational process, the need to adapt to the rapidly changing world and the demands of the labour market, the introduction of distance education, holding scientific-practical and methodical activities in an online format, etc. Purpose. The article aims to reveal the essence and meaning of the concepts ‘competence', and ‘professional competence', as well as to determine the theoretical principles of managing the development of a teacher's professional competence. Methods. The following theoretical methods and cognitive techniques for achieving the purpose, such as analysis and generalization of scientific literature, comparison, synthesis, systematization and generalization of information have been used. Results. The scientific and pedagogical team of Municipal Institution Sumy Regional Institute of Postgraduate Pedagogical Education 20172021 worked on the implementation of the research and experimental work ‘Theoretical and methodological principles of development of personal and professional competence of a teacher in the system of postgraduate pedagogical education, which was approved by the order of the Ministry of Education and Science of Ukraine. During the implementation of the experiment, the model of development of teachers' personal and professional competence was developed in the system of postgraduate pedagogical education. The personal and professional competence of a teacher is understood as the ability to identify and effectively, creatively solve professional tasks at the level of educational standards; flexibility in the application of theoretical methods and methods of practical activity; critical thinking, reflection, and continuous professional growth. The basis of the model is the understanding of the development of a teacher's personal and professional competence as a result of purposeful training within the framework of formal education (advanced training courses) and in terms of informal education. In the context of postgraduate education development, considerable attention to the development of managerial competence is paid. Pedagogical coaching is important in the process of managerial competence developing, as the head of an educational establishment should constantly improve his level of professionalism, and be aware of the social significance and personal responsibility for the results of professional activity. The head of an educational institution should develop his soft skills to ensure the establishment operation in terms of decentralization, the rapidity of time and constant updating of education content. Originality. Conclusion. Managerial competence, being a component of personal and professional competence of the head of an educational establishment, needs special attention, as the organization of the educational process in an educational institution depends on its level of development; establishing cooperation with colleagues, parents and students; prospects of the institution's functioning and its prestige.
