Theoretical and legal basis of the organization of cooperation of territorial communities within urban agglomerations

Abstract

This article is dedicated to examining the theoretical and legal aspects of organizing cooperation among territorial communities within the context of urban agglomerations. It analyzes contemporary trends in the formation and functioning of urban-type agglomerations, considering their crucial role in fostering sustainable socio-economic growth of territories and addressing local self-governance challenges. The theoretical aspects of the urban agglomeration concept are elucidated, encompassing issues of territorial organization, functions, and mechanisms of interaction between communities. Modern methods and strategies of cooperation within agglomeration alliances are identified, aimed at optimizing resource utilization, enhancing quality of life, and developing infrastructure. Special attention is given to the legal aspects of organizing cooperation among territorial communities within the agglomeration context. Current normative legal acts governing cooperation between the territorial community of the central city of the agglomeration and the territorial communities of villages, towns, and cities located within the sphere of influence of the central city of the agglomeration, and which have intensive economic, labor, and socio-cultural ties with the central city of the agglomeration, are analyzed. Conceptual approaches to agglomeration formation are explored, taking into account their role in creating innovative economic models and social infrastructure systems. The analysis illuminates the principles of interaction and synergy among diverse communities within agglomerations, including the development of joint projects, exchange of expertise, and resource sharing. Significant emphasis is placed on defining the fundamental principles of interaction between territorial communities, as well as examining various forms of inter-municipal cooperation. The findings of this study can be utilized to formulate recommendations for refining the normative legal framework of cooperation among territorial communities within urban agglomerations, with the aim of enhancing the effectiveness of their socio-economic development and improving the quality of life for residents.
