The article considers the issues of improving secure the constitutional rights and freedoms of man and citizen in the Russian Federation in the context of development of the Russian statehood. Analyzed historical volatility of the scientific and practical understanding of the rights and freedoms of man and citizen. The conclusion would be premature improvement of the Constitution from the point of view of improving secure the constitutional rights and freedoms of man and citizen in Russia.
