The impoverishment was regarded as the extreme lower point of the poverty of the majority of the population that is unable to meet the minimum necessary public needs from its own financial resources. The population of Ukraine, which receives income in the amount of the minimum social guarantees, spent less than 2 USD on the day. This demonstrates that the level of financial support employable sectors of the population and pension age of the population of our country is positioned at the country level, the so-called ?third world? ? countries with very low indices not only the social and economic development, but also the failure to comply with human rights and freedoms individuals. That's evident, the major social consequences of such a sharp impoverishment of the Ukrainian society will be observed in the following years (the rise in crime, increased morbidity, depopulation, etc.). Practical implications. Results of the study can be used in industries such scientific knowledge as finance, money and credit, sociology, social sector, which allows not only to allocate a specific category of ?impoverished?, but also makes it possible to carry out effective economic and social policy in Ukraine. Conclusions. There was a problem that requires immediate solutions ? to overcome the process of deepening poverty and financial support for the rapidly impoverished population in Ukraine. Attention focusing on the achievement of the main EU requirements for visa-free border crossing policy of the government does not take into account the consumer needs of our citizens. The process of further reducing the income results not only in critical poverty, but also to the impossibility of full membership of Ukraine in the EU. To stop the process of impoverishment of the population of Ukraine should: review the contents of the consumer basket, increase the minimum social guarantees, increase the salaries to workers of social sphere (doctors, teachers, scientists), to equalize the cost of living and non-taxable minimum and etc. The implementation of these measures allows to observe the main proEuropean standards of social development, considering the main priorities of the EU for Ukraine.
