Abstract

Armenian pressure and massacres over Turks in Caucasia and Anatolia had increasingly continued after the Armistice of Mudros. Especially in the areas where Turkish Army retreated from, Turkish people became defenseless. Due to Armenian assaults, support request to Grand National Assembly had increased. Yet, Turkish Army waited proper time to attack in terms of international relations. In the battles which had been initiated on 24th September 1920, Armenian forces were defeated against Turkish Army at the helm of Kazım Karabekir. Truce requests of Armenians had been accepted and Gümrü Treaty was signed. This treaty determined the border between Armenia and Turkey. Russian hegemony was established in Caucasus. Kars Treaty was signed amongst Turkey, the three Caucasian Governments- Azerbaijan, and Armenia, Georgia- under the Soviet domination, and the U.S.S.R. on 13th October 1921. The eastern border of Turkey was determined with this treaty. In 1922, a conference was organized in Tbilisi with the representatives of five countries: Turkey, Azerbaijan, Armenia, Georgia, and the U.S.S.R., in order to discuss topics except for border issues. As a result of negotiations, those treaties were signed: Agreement of Consulate and prepared in addition to this Agreement of Family Law and Civil Liability, Agreement of Reciprocal Legal Aid, Contract of Post and Telegraph, Contract of Railway. While this agreement was valid, Turkish Embassy in Yerevan was attacked and responsible of this attack attempted to haul down the Turkish flag.(October 1923).
