Abstract
Development of Ukraine as an independent, sovereign state requires education of the citizen-patriot, able to live and work in a democracy, to ensure the unity of Ukraine, feel permanent responsibility for themselves, their people and country, seek to make a real contribution to the reform process. The current modernization of the education system, which has led to the emergence of a new type of education requires teachers to find new technologies that can ensure the formation of a citizen with active citizenship, which includes not only the mastery students knowledge about the rights and duties of citizens, their belief in the feasibility of democratic change society, the formation of high moral and strong-willed, patriotic qualities and feelings, but also identifying motivated civic behavior, action. Found out the basic methodological position that takes into account in the design of the structure and dynamics of the development of civic responsibility of the individual. The structure of civil liability as an integrated system consists of three subsystems, describing the natural, social and systemic qualities of citizenship, hierarchically interrelated and synergistically.
