CONCEPTUAL FRAMEWORK FOR ENSURING QUALITY OF TRAINING OF FUTURE OFFFICERS OF THE ARMED FORCES OF UKRAINE AT HIGHER MILITARY EDUCATIONAL ESTABLISHMENTS

Abstract
For the last few years the issues concerning the training quality of the officer personnel of the Armed Forces of Ukraine have become especially important. This is due to several factors. One of such factors, which one could notice during the anti-terrorist operation in the East of the country, is a lack of officers' preparedness for a successful conduct of the combat actions. Especially, one can see it at the beginning of the operation. At present, the situation has changed for the better. However, some topical issues, including a military education domain, are left unsolved. Ensuring the quality of military professionals' preparedness is higher priority. In this context the notion «quality» is defined as a compliance degree of the subject's inherent characteristics with the specific requirements. These subjects are: cadets (military students), these characteristics are competences and other professionally important qualities, and the requirement is considered to be a certain level of development of these competences according to the educational standards. Officer's competence is considered to be his obtained abilities for a continuous self-improvement, successful application of acquired knowledge and skills under the conditions of peace and war. Quality assurance of education should be a task of a higher military educational institution. Therefore, the higher military educational institution is responsible for ensuring the quality of future officers' training and for development of the specific officers' competences accordingly to the required level. Ensuring the quality of military professionals' training is a derivative of the effectiveness of the education quality assurance system and educational activities. The main components of this system are: quality of personnel resources; quality of educational environment; quality of the future officers' professionalism formation process. Purpose. The objective of the research is to develop a conceptual framework for ensuring a training quality of future officers of the Armed Forces of Ukraine as well as to develop the technological approaches to implementation of the mentioned conceptual framework into the pedagogical practice at higher military educational institutions. Methods. The theoretical analysis, synthesis, comparison, generalization and modelling. Results. The conceptual framework for ensuring a training quality of future officers in accordance with the principles of organizational and conceptual integrity, personal orientation, diagnostic orientation, logical completion, measurement, consistency and control is developed. The innovative pedagogical technologies were verified as a basis for implementation of the quality ensuring concept into the pedagogical practice at higher military educational institutions. Originality. Conceptual and notions framework concerning ensuring of education quality was improved. Systematization and ordering of the main components of officer profession were conducted. The essence of the components was considered, the system of professional competences was developed. It was presented a draft of pedagogical legislation on ensuring the quality training of the military professionals at higher military educational institutions. Conclusion. Being an officer means to be multifunctional, have a high responsibility for health and safety of the personnel and be responsible for keeping in constant combat readiness the armament and military equipment. That's why higher military educational institutions should create necessary conditions for a successful implementation of the educational activities and ensure a required level of quality of future officers' training.
