Abstract

The article is devoted to statistical measurement of gender equality through the system of international and global ratings. The concept of gender, purpose and specifics of constructing gender indexes are revealed. The importance of gender, statistical studies for evaluating progress in removing systemic barriers is determined. The authors of the areas of gender mainstreaming developed include gender identification and gender feasibility, legal regulation of equal rights and opportunities for women and men, development of strategies, policy and practical gender equality, production of gender statistics in accordance with international methodologies and standards, monitoring of the achievement of gender equality according to official data, SDGs and positions in global gender rankings. Analyzed gender imbalances using Gender Social Norms (GSNI), Gender Development (GDI) and Gender Inequality (GII) indices. The presence of biased gender social norms in the political, educational, economic and physical components of the GSNI are explained by historical and cultural preconditions, and are also a consequence of the low functionality of the justice system and economic difficulties that deepen in conditions of social instability. Achievements in health care, education, and living standards with gender adjustment for very high, high, medium, and low-income countries through changes in the Gender Development Index (GDI) testify to the effectiveness of policies and programs aimed at gender equality, or are the result of their unsuccessful implementation. Information on various aspects of gender inequality in Ukraine according to the Gender Inequality Index (GII) indicates limited access to sexual education and reproductive health services for adolescents, uneven representation of women in politics and a low level of gender equality in the political sphere, a generally high level of educational accessibility and education in the country regardless of gender, the presence of gender discrimination in the labor market, significant maternal mortality during pregnancy, during childbirth and in the postpartum period and demonstrates the level of maternity safety and access to quality medical care. Gender inequality is defined as a common phenomenon with a differentiated level in different areas in the countries of the world and in Ukraine, and the need to overcome it. The need for the development of gender statistics as an important tool for researching gender gaps and monitoring of policy effectiveness in overcoming gender stereotypes has been identified.
